A transmission line issue affected two of Rocky Mountain Power's substations early Wednesday morning, leaving more than 19,000 customers in the dark. Crews had restored power to approximately 16,000 customers by approximately 5 a. m. , and by 6 a. m. , the lights were back on for nearly everyone. RMP spokesman David Eskelsen said the incident was first reported shortly after 3:30 a. m.
