Sacramento Power Outages Caused by Weather
Events
Sacramento County completed a preliminary estimate of a total of $133 million from public storm damage from January 1 through January 17, and a total of almost $700,000 in private property damage. There was extensive levee damage and flooding along the Cosumnes River from Rancho Murieta to Wilton. There was also widespread flooding of streams, creeks, and roadways across the county. Large numbers of trees were reported down from strong wind events, with widespread power outages and reports of damage to homes and cars.

There was a male fatality due to drowning in a submerged car, confirmed by Cosumnes Fire Department near SR 99 and Dillard Rd. A levee breech on the Cosumnes River caused the flash flood. This was one of three drowning deaths reported from the flash flood event. The Cosumnes Fire Department said they rescued dozens of people in the area over the past 24 hours. A helicopter from Metro Fire also rescued several people in the area. SR 99 remained closed due to flooding on the roadway. Several vehicles are still stuck in the flood waters. Wilton firefighters responded to 25 vehicles stranded in flood water and half a dozen fallen power lines. They also cleared many downed trees from the roadways as they navigated around Wilton.

A weak tornado touched down near Highway 99 and Arno Rd., about 4 miles NNW of Galt. The California Highway Patrol reported a tin roof from a barn blown off and downed powerlines over Arno Rd. and a bus had windows blown out. Maximum estimated wind speeds were 70 mph. Path length was approximately 0.8 miles, path width 400 yards, |from preliminary information.
Downtown Sacramento recorded 3.04 inches of rain on the 13th, which was the second highest 24 hour rain amount to occur in the month of October and the 11th highest of all time. An additional 0.20 inches fell on the 14th. Other towns in the vicinity received two to three inches for the storm total.||Numerous storm drains clogged, causing local street flooding. The most notable was along the section of Interstate 5 going through downtown Sacramento, which caused travel problems for many hours. ||Several buildings were damaged from the heavy rain including a Filco store in Citrus Heights that suffered a roof collapse from water buildup. Minor flooding was also reported to have damaged nearby homes.||Peak wind gusts of 48 mph were recorded at Sacramento Executive Airport on the 13th. Hundreds of trees and large branches fell, damaging numerous cars and causing power outages for approximately 124,000 customers in the Sacramento area.

A strong winter storm brought moderate to heavy rain with with flooding of roadways, streams and creeks, with mudslides also reported. There was continued river flooding along the already elevated Sacramento, San Joaquin, Cosumnes, Mokelumne, and Tuolumne rivers. The storm brought dangerous mountain travel conditions with snow levels around down to 2000 feet, locally 1000 feet in Shasta County. Storm totals reached 1 to 3 feet of above 5000 feet. Winds gusted up to 35-50 mph in the Central Valley. In the mountains there were gusts up to 50 to 70 mph, which coupled with heavy snow, brought whiteout conditions. The were numerous road closures, including Interstate 80, Interstate 5 north of Fawndale, as well as State Routes 88, 89 and 299. Widespread trees down across the area blocked roads and caused power outages. There were thunderstorms on the 28th with a funnel cloud reported visible from the tower at Redding Airport. There was a fatality reported when man was trapped by a collapsed snow bank next to his home.
A wet system brought periods of heavy rain with flooding. There was 1 to 2 feet of snow accumulated above 6,500 feet, locally higher on some peaks. Heavy rain fell bringing widespread roadway flooding, as well as local mudslides, flash flooding, with evacuations ordered in some areas. Thunderstorms with large hail, strong damaging winds and tornadoes were reported. Strong winds gusting to 55 to 75 mph brought down numerous trees and powerlines across the area, causing widespread and extended power outages.
A major winter storm brought strong winds with moderate to heavy rain bringing renewed flooding of already elevated waterways. There was flooding of roadways, urban areas, rivers, streams and creeks, with rockslides and mudslides also reported. There were dangerous mountain travel conditions with snow levels around 4000 feet and 3 to 5 feet of storm total snowfall above 6000 feet. Winds gusted up to 60-70 mph in the Central Valley. In the mountains there were gusts up to 80 to 115 mph, which coupled with heavy snow, brought whiteout conditions. There were widespread trees down across the area, blocking roads and causing numerous power outages. There were thunderstorms on the 10th with a tornado in Calaveras County and straight line wind damage and small hail reported in the northern San Joaquin Valley.
A powerful atmospheric river brought very strong winds with moderate to heavy rain and renewed flooding of the already elevated waterways. There was flooding of roadways, urban areas, rivers, streams, and creeks. There were dangerous mountain travel conditions at Sierra pass levels with 6 to 18 inches of snow above 6500 feet. The warm nature of the storm limited snow amounts further down, with just a few inches of accumulation down to 6000 feet. Winds gusted up to 50-60 mph in the Valley, with gusts up to 70 to 100 mph in the mountains. There were widespread trees down, blocking roads and causing numerous power outages across the area. Rainfall amounts were 1 to 3 inches in the Central Valley and 2 to 6 inches in the foothills and mountains. There were 2 fatalities reported, one due to drowning, and the other due to a rain-related car accident.
A strong atmospheric storm brought moderate to heavy rain and a period of strong winds New Years Eve into early New Years Day, along with heavy high-elevation Sierra snow. There were 3 fatalities reported due to drowning. Precipitation totals by 8 am (over 24 hours) were around 1 to 3 inches for the southern Sacramento and northern San Joaquin Valleys, 3 to 8 inches for the Motherlode foothills and Northern Sierra from around SR 70 southward, with widespread flooding in those areas. Rainfall further north was generally an inch or less. There was significant river flooding on the Cosumnes River in Sacramento County around Wilton, due to multiple levee breaks. The river reached flood stage on the morning of December 31, and stayed in flood stage past midnight and into January 1. The flooding resulted in the evacuation of Wilton as the river went out-of-bank, with area highways and roads being closed, including SR-99. Significant flooding occurred from Wilton downstream through Interstate 5. River flooding was also reported along the Mokelumne River near Benson's Ferry and Mormon Slough at Bellota. Flooding of streams, in low areas and from clogged storm drains also closed many other roads across Northern California, with several small communities being evacuated. These events occurred mainly on December 31st and were reported on that date. Heavy snow disrupted mountain travel, with a total of 20 to 40 inches of snow above 6000 feet by the morning of the 1st. There were multiple spinouts causing Interstate 80 to be shut down for 18 hours. Highway 50 was closed in El Dorado County due to a combination of flooding and snow. High winds gusting to 50-65 mph in the Central Valley caused large numbers of trees to fall, bringing widespread power failures across the area, with hundreds of thousands of customers impacted. Most of the strong winds occurred on New Years Eve, with the damage events being reported on December 31, 2022, but power outage issues continued for tens of thousands of customers into the new year. Many local roads were also closed to downed trees blocking them, as well as many trees were reported to have fallen on homes and automobiles.
A strong and very wet atmospheric storm brought extended periods of moderate to heavy rain and periods of strong winds to much of the region, along with heavy high-elevation snow. Precipitation totals were around 1-3 inches for the Central Valley, 3-6 inches in the foothills, and 5-8 inches of liquid equivalent in the mountains. The rain brought widespread flooding to the region. This included significant river flooding on the Cosumnes River around Wilton due to multiple levee breaks, resulting in the area being evacuated and area highways and roads being closed, including SR-99. River flooding was also reported along the Mokelumne River near Benson's Ferry and Mormon Slough at Bellota. Flooding of streams, in low areas and from clogged storm drains also closed many other roads across Northern California, with several small communities being evacuated. The storm with flooding continued into January, with several fatalities reported due to drowning and wind-downed trees.
Several high impact winter storms impacted the region around the Christmas holiday. Widespread precipitation, low snow levels of 500 to 2500 feet, and strong and damaging winds resulted. Impacts ranged from fallen trees, downed power and phone lines, with widespread and extended outages, treacherous driving conditions including chain controls and extended highway closures due to wind and/or snow, multiple accidents and spin outs due to snow, damaged property due to snow and wind. Governor Gavin Newsom declared a state of emergency in 20 California counties due to the impacts from the series of storms. The affected areas include: El Dorado, Nevada, Placer, Sacramento and Yuba counties, but also Los Angeles and parts of the Bay Area. As of 12/29 1300 hours, Cal-OES estimated that the late December storm damages to roadway infrastructure total $22.2 million. Warming centers were also opened across the region for those impacted by the stormy weather.
A weather system brought winter weather to the Sierra Nevada and southern Cascades. Reports of 52 to 66 inches of new snow were received. Low elevation snow also occurred with snow accumulation reported down to approximately 2,500 feet in elevation in the western foothills of the Sierra Nevada. Chain controls were in place on Interstate 80 and Highway 50 during the event. Traffic was also briefly closed to through traffic on I-80 for 34 minutes on the 13th due to downed powerlines. A rock slide also closed state route 70 at 3:30 am on the 13th. Highway 49 was closed during the event due to a down tree. Power outages were also reported across the region. Several counties also opened warming centers for the cold temperatures.
A strong early season storm brought record setting rainfall, flooding, strong winds, and mountain snow to interior Northern California from October 23rd through 26th. Widespread impacts were reported including: downed trees and powerlines, flooding, power outages, and closed roadways. All time record high calendar day rainfall amounts were recorded at Sacramento City of 5.44 inches, 5.41 inches at Sacramento Executive Airport, 10.40 inches at Blue Canyon. Daily rainfall records were also set at Redding Airport at 2.99 inches, 4.57 inches at Oroville Airport, and 4.13 inches at Sacramento international Airport.
A series of Pacific storms moved across California and brought periods of rain, scattered thunderstorms, heavy mountain snow, and gusty winds to northern California. Several feet of snow was reported across the Sierra which lead to significant travel impacts. Heavy rain and thunderstorms also caused travel impacts as area roadways became flooded and localized mudslides occurred. Gusty winds downed some trees and power lines.
Heavy snow fell over the mountains and extended down into lower elevations, causing widespread travel problems and road closures. Thunderstorms brought heavy rain and small hail with widespread road flooding. Gusty winds brought down trees and caused power outages.
A wet storm brought thunderstorms with heavy rain creating large puddles on roads and minor urban flooding, especially over portions of the northern Sacramento Valley and northeast foothills. Wind 40-50 mph brought down trees causing some power outages. There was 4-8 of snow above 6000 feet, up to 10 inches of snow over the highest peaks. Snow brought a period of chain controls to I80 and Highway 5.
A warm atmospheric river event began early Wednesday, November 28th with an initial wave of rain and snow at higher elevations above 6500 ft. A second wave came through Thursday evening, November 29th through Friday, November 30th, bringing heavier rain and more snow to the highest elevations above 7000 ft. The third wave came through Saturday evening December 1st through Sunday, December 2nd, bringing periods of moderate to heavy rainfall, flooding from overly saturated grounds and high river/stream water levels, and snow above 7000 ft. Windy conditions persisted through the event, especially Wednesday through Saturday, causing trees and tree branches to fall down and localized power outages affecting approximately 10K people. Winds were reported to reach as high as 60-70 mph in the valley/foothill region, and over 100 mph in the mountains.
The remnants of Super Typhoon Melor from the western Pacific Ocean combined with a Canadian upper level low pressure system to form a strong storm over Northern California. Numerous trees and large branches were knocked down, causing damage to cars, homes, and power lines which resulted in the loss of power to thousands of customers. Heavy rain caused minor flooding on roads and in small streams.
A series of powerful but warm winter storms brought heavy rainfall to Northern California during a five day period. Five day rainfall totals in the Northern Mountains included: Girard 12.65", Hillcrest 9.94", Lakeshore 8.76", and Shasta Dam 7.31". In the Northern Sierra Nevada Mountains, totals included: Bucks Lake 16.68", La Porte 15.22", Gold Lake 14.68", Brush Creek 13.02", and Blue Canyon 10.57". In the Sierra Nevada Foothills: Pike Lookout 12.04", Cohasset 9.59", Paradise 7.97", and Grass Valley 6.27". In the Coastal Mountains: Soda Creek 9.81", Whispering Pines 9.24", Alder Springs 7.82", and Upper Lake 5.92". In the Sacramento and Northern San Joaquin Valleys: Vacaville 6.35", Redding 4.95", Fairfield 4.67", Oroville 4.65", Lincoln 3.68", Red Bluff 3.65", Folsom 3.50", Roseville 2.99", Sacramento 2.89", Stockton 2.11", and Modesto 1.08".
A tornado touched down in the Natomas area of the Sacramento Metro area and was also viewed from the Sacramento International Airport. Nine businesses and several residences were damaged with mostly cosmetic damage and a tractor-trailer was overturned . Power was lost to 6200 customers for two minutes.
In about a 48 hour span, downtown Sacramento more than doubled its seasonal precipitation climbing from 3.91 inches to 8.21 inches. Officially for the event, downtown Sacramento received 4.30 inches. On the 24th, Sacramento easily established a new daily precipitation record with 3.11 inches. The previous record for the date was 1.76 inches. Saturated grounds along with breezy conditions were responsible for a tree's collapse which critically injured a Sacramento resident. The same uprooted tree damaged two passenger vehicles and a residence. SMUD reported that the extreme weather caused 1,871 customers to lose power.
