Episodes
A nearly stationary front remained to the north of the region on July 7th. An upper trough dug across the Great Lakes during the daytime hours as well. While better upper-level forcing remained to the north, return flow increased between this trough and the tropical system Elsa to the southeast. An abundant amount of moisture and warm air was thus funneled into our region. Deep-layer shear was weak, but enough instability and dry air aloft was present to promote many instances of damaging wind gusts. Damage to trees and power poles was fairly widespread across a few counties in eastern Ohio.
A series of weak shortwaves in the mid-level flow lended support to thunderstorm development on August 20th. Daytime heating was slowed by a cirrus shield earlier in the day, but later strong heating, continued moisture advection, and up to 30 knots of mid-level flow provided support for strong to severe thunderstorms. Shear was weak overall, but the presence of ample downdraft CAPE supported a threat of wind damage from downbursts. ||Storms forming in the mid to late afternoon hours, although becoming strong, did not produce any severe weather reports. It was not until after 7 PM that storms were able to become strong enough to produce many reports of tree and power line damage. The only report of structural damage was received from Guernsey County, where a large tree fell on to a home.
A line of severe thunderstorms associated with a stalled cold front moved over eastern Ohio, southwestern Pennsylvania and the northern West Virginia Panhandle. These thunderstorms produced damaging straight line winds that caused numerous toppled and snapped trees as well as downed power lines that left an estimated 100 thousand people without power across the region. In Ohio, the hardest hit counties were Harrison and Jefferson, where a tractor trailer was overturned on Route 43. Allegheny and Westmoreland counties in western Pennsylvania were also hit hard.
Severe thunderstorms were scattered across eastern Ohio, the northern West Virginia panhandle, and southwest Pennsylvania ahead of a cold front. Significant damaging winds associated with a large bow echo occured along a path from near Steubenville, Ohio to Latrobe, Pennsylvania. From this bow echo the highest recorded wind gusts at ASOS observation sites were 71 MPH at Wheeling, WV, 66 MPH at Allegheny County Airport in West Mifflin, PA, and 86 MPH at Latrobe, PA. At least 150,000 homes lost power at some point during the storms.
By 630 PM EDT on 8th, flooding was reported countywide. 40 roads were closed by flooding, including SR 150. Towns that flooded include: Adena (evacuations), Connorsville, Dillonvale (evac), Glen Robbins (bridge washed out), Irondale (evac), Rayland, Smithfield (power substation flooded), Toronto (evac), Wolf Run (woman rescued from flooded car). Total rain: 3.8" in Amsterdam and Hammondsville. There was a record flood on Yellow Creek at Hammondsville, which crested at 12.98 ft at 11 AM on 9th (previous record 12.17). (FRANCES)

What Causes Power Outages?
- Severe weather (high winds, lightning, winter storms, heat waves, rain or flooding can cause damage to power lines or equipment);

- Repairing, maintenance or upgrades on power lines and equipment.
What are the Top Outage Safety Tips?
- Stay away from the downed power lines, park vehicles in protected areas;
