High winds knocked down numerous trees and utility wires, closing many roads throughout the county. At height of storm, approximately 20,000 customers were without power. I-83 and PA Turnpike restricting tractor trailer travel speeds due to high winds. One mobile home was destroyed by a falling tree. Approximately 40 residential homes sustained minor to moderate structural damage.

Snow accumulations ranged from 4 to 8 inches. A 93 year-old woman was found dead in her home by a neighbor. The woman lived on Big Creek Road in Conewago Township. The house was without power.

Life-threatening flash flooding resulted in numerous water rescues across York County. Additionally, home evacuations were reported in Dover and Felton, and Route 74 was closed near Weigelstown.||A tractor-trailer carrying huge concrete slabs drove through the flooded intersection of Lincoln Highway and Kreutz Creek Road in Hallam and rescued people from the roofs of their vehicles. Wrightsville also reported major flooding and roads were closed in all directions out of town. A stream was reported to have eroded an embankment at the Mount Rose exit off of Interstate 83. Multiple water rescues in occurred in York, Hallam, Mount Wolf, Red Lion, Loganville and Shrewsbury. Water came over the road at Little Conewago Creek at PA Route 74. North George Street at Dundee and Aberdeen was flooded in York. Indian Rock Dam in North Codorus Township closed its gates to help minimize downstream runoff. ||On man was killed in his basement after striking his head because the power was off due to the flooding.||A preliminary total of 19 buildings were destroyed, 161 suffered major damage, and 778 suffered minor damage with a total of 1,209 structures impacted. Damage was estimated at $4,716,703 for public facilities.

Shingles were ripped loose from a few area homes. The high winds also tore a roof off of a building in West York and knocked out power to about thirteen-thousand Met-Ed customers. Three schools announced early dismissals due to the the power outages.

York County emergency management reported numerous trees and wires down county-wide due to a heavy coating of ice. The ice build up resulted in widespread power outages, with over 22,000 MetEd customers without power. Over 9,000 of these outages were in the York city area with approximately 4,100 customers without power in Hanover and around 6,000 in Dillsburg.||Overall, 64,000 customers were affected by power outages throughout the Lower Susquehanna Valley.||Some sleet was observed at the onset of precipitation, but the heavy coasting of ice was primarily due to freezing rain.

An intense pressure system moved from the Ohio Valley into western Pennsylvania by Sunday morning, February 23rd, and into northern New York State by early Sunday afternoon. Strong, gusty winds in the wake of this low swept across portions of the lower Susquehanna Valley from Sunday morning through early afternoon. In Perry County, State Route 274 in Toboyne Township was temporarily closed due to downed trees and power lines. In York County, a satellite dish was knocked off a house, with estimated wind gusts up to 60 mph reported in Hanover. Several reports of downed large limbs were also reported in portions of Mifflin County.
