Governor Hochul declared a State of Emergency effective at 8 p.m. due to heavy snowfall expected downstate as a coastal storm system will arrive Friday evening bringing more than a foot of snow and gusty winds to parts of Long Island and up to 10 inches of snow in New York City and the lower Hudson Valley.
