Hurricane Harvey moved onshore as a Category 4 hurricane over San Jose Island east of Rockport during the late evening of August 25th. Harvey moved inland entering southern DeWitt County during the morning of August 26th as a Category 1 hurricane. It continued to weaken as it moved farther inland eventually reaching south central Gonzales County as a tropical storm during the late evening of August 26th. The center of the storm made a loop through Gonzales, Karnes, and DeWitt Counties before exiting our County Warning Area during the afternoon of August 27th moving into Victoria County. The maximum recorded wind gust was 58 mph at Randolph AFB. Areas of Bexar County received as little as 1 inch of rain in the SW part of the County, to nearly 6 inches in the far NE sections of Bexar County. A few low water crossings were flooded. Tropical storm force winds with estimated gusts up to 60 mph caused some minor tree damage, uprooted trees, and knocked out power.

A combination of freezing rain and drizzle began falling over the county near 6 pm on January 15 and continued through noon of the following day. Overpasses and elevated roads became iced-over and were closed on the evening of January 15. City and county offices and schools, which had been closed for the MLK Holiday, remained closed on January 16. Many did not re-open until January 18. The ice caused power outages to more than 65,000 persons, along with widespread traffic accidents. The city of San Antonio reported over 500 accidents in one 12 hour period alone. Ironically, the American Meteorological Society was holding its annual conference in San Antonio at the time.

Numerous roads, including sections of I-35, I-10, Loop 410 and Loop 1604 were shut down across Bexar County as ice accumulations beginning late Monday afternoon continued into the night. Around 200 residences in South Bexar County lost power late Monday night after power lines failed under the weight of the ice. Power was restored near noon on Tuesday. Nearly all city, county and federal offices were closed on Tuesday, along with area schools and businesses. Normal activity resumed by mid-morning on Wednesday as temperatures warmed above the freezing mark. Numerous flights were cancelled at San Antonio International Airport on Tuesday due to the icing problems, stranding hundreds of passengers. Over 300 miles of I-10 were shut down between San Antonio and Fort Stockton in the Texas Big Bend as a result of the ice.
High winds, causing spotty damage over the western third of Bexar County, and nearly continuous damage over the eastern two-thirds of the county, caused widespread destruction of trees and limbs. The high winds damaged roofs, propelled hail into homes and cars, and knocked over power poles. About ten persons were injured by the flying debris. The greatest devastation was in southwest Bexar County just northeast of the town of Lytle. Emergency management and Red Cross officials estimated 50 mobile homes and houses severely damaged or destroyed, with minor damage to another 100 mobile homes and houses. In addition to the widespread downburst damage, evidence was found of small and short-lived tornadoes. It was very difficult to separate the widespread downburst-wind damage from the tornado damage. The main clues were that the downburst damage was almost exclusively along a southwest to northeast path and showed a consistent and gradual gradient of damage levels from the worst of the damage to the least of the damage. The tornado damage indicated completely different direction of movement and very strong, pronounced gradients of damage. Often a structure would be completely destroyed, with structures to the right and left of it nearly untouched.
Heavy rainfall across the western part of Bexar County produced a general 2 inch coverage with isolated amounts up to 5 inches. Roads were flooded across the southwest part of the city. Passengers in at least 3 different vehicles were swept away in the rapidly moving water and had to be rescued. Nearly 15,000 persons were left without power for about an hour in the Kelly AFB portion of San Antonio during the height of the storm.

This storm eventually developed into one of the most devastating hail-and-wind storms in the history of Bexar County. Hail in sizes up to to 4 inches, accompanied at times by winds estimated to be over 60 mph, destroyed roofs of hundreds of homes, and severely damaged hundreds of vehicle bodies, as well as breaking thousands of windows in houses and vehicles. The damage was reported to have been the worst in the northwestern part of the city, where hail reached at least 4 inches in diameter. Damages were estimated to reach at least $60,000,000 for homes, and an additional $60,000,000 for cars. Additional severe thunderstorm winds struck the western part of the county just before 8 pm and destroyed around a dozen power lines along Grissom Road near Culebra.
